Community Dental Support Programme (CDSP)

 

Project Concern Hong Kong joined the CDSP which aims to promote early identification and timely intervention of dental diseases among the underprivileged groups with financial difficulties through provision of subsidised services.  Details of the programme are as follows:

Target Beneficiaries

  1. Holds a valid Hong Kong Identity Card or is a holder of a valid Certificate of Exemption; andCommunity Dental Support Programme (CDSP) Poster
  2. Be current beneficiary / recipient of :
  • Old Age Living Allowance (OALA) administered by Social Welfare Department (SWD); or
  • Community Care Service Voucher Scheme for the Elderly (CCSV) administered by SWD with Co-payment Category II; or
  • Integrated Home Care Services (Frail Case)”, “Enhanced Home and Community Care Services” and “Home Support Services” subvented by SWD while paying Level 1 or 2 fee charged / with Co-payment Category I or II ; or
  • Medical Fee Waiver put in place by the Hospital Authority; 
  • Homeless certified and referred by registered social workers in designated NGOs; and
       3.  Has joined Electronic Health Record Sharing system 
         (eHealth)


The eligible homeless persons must be users of one of the following services of the Social Welfare Department mainly targeted at street sleepers, and be referred by registered social workers in designated NGOs.:

  • Temporary shelter;
  • Urban hostels for single persons;
  • Integrated services teams for street sleepers; or
  • Care and support networking team (only street sleepers are eligible to the CDSP)


Programme Content

Eligible persons can approach our dental clinics or through arranagement by a Registered Social Worker to receive the subsidized services under CDSP.  Participants are required to pay an administration fee / co-payment fee.


Scope of Subsidized Services

After clinical assessment by the attending registered dentist, the following services will be provided to participant if considered suitable:

Every 180 days:

  • Oral health assessment
  • Medication for dental pain relief (if necessary)
  • X-ray examination
  • Dentafilling or extraction as treatment for one tooth (as one “Teeth Filling/Extraction Quota”), with a maximum of three Teeth Filling/Extraction Quotas
  • Removal of bridge or crowns (one bridge or two crowns)
Every 365 days:
  • Scaling
  • Root canal treatment (one tooth)

Every 5 years:
  • Fitting of removable dentures * (receiving no more than two times of servie for each person^, with an interval of 5 years or more between each service) 

* The sudsidized service of fitting of removable dentures is only available to eligible persons with fewer than 20 remaining teeth (in accordance with the World Health Organization's recommandation), who must first be assessed by a dentist as having difficulties in eating or chewing and their eating abilities could be effectively restored by the fitting of removable dentures.

^ Each set of removable dentures refers to either upper or lower dentures. Fitting both upper and lower removable dentures at the same time is considered receiving the removable dentures fitting service once. The receipt of removable dentures services under the Community Care Fund Elderly Dental Assistance Programme (EDAP) will also be counted.

Participants are required to pay a fee to our organization for the servie provided.  The details are as follows:

 Fitting of removable dentures  $500 / each set ^   $1,000 / each set ^


The elderly persons can use health care vouchers to pay the services.

* Category A: Participants of one of the following categories:

  1. Integrated Home Care Services (Frail Case)”, “Enhanced Home and Community Care Services” and “Home Support Services” subvented by SWD while paying Level 1 fee charged / with Co-payment Category I; or
  2. Medical Fee Waiver (Full) of the HA (including recipients of OALA aged 75 or above); or
  3. The Homeless
Category B: Participants who do not fall into Cataract A

^ The co-payment fee for each set of removable denture is $500.  Each set of removable dentures refers to either upper or lower arch of denture.


Dental Services Outside the Scope of Subsidized Services

The dentist may recommand and provide dental treatments that fall outside the scope of CDSP.  The participant shall bear the cost of that dental treatments at his/her own expense or he/she can apply for other sponsorship programs of Project Concern Hong Kong.
